Chelsea Football Club has released an official statement regarding the 74 charges brought against them by the English Football Association (FA).
The 74 charges stem from alleged regulatory breaches concerning agents, intermediaries, and third-party player ownership, and cover a period from 2009 to 2022, with the majority of the incidents occurring between 2010 and 2016. The club, now under the stewardship of Todd Boehly and Clearlake Capital, had previously identified what they termed as financial reporting irregularities from the era of Roman Abramovich.
This follows a previous settlement with UEFA in July 2023, where the club paid a €10 million fine after acknowledging “incomplete financial reporting” during the same ownership period.

The FA’s statement on Thursday confirmed the specific charges, citing “breaches of Regulations J1 and C2 of The FA Football Agents Regulations, Regulations A2 and A3 of The FA Regulations on Working with Intermediaries, as well as Regulations A1 and B3 of The FA Third Party Investment in Players Regulations.”

In a prompt response, Chelsea confirmed that they were the ones who initially disclosed the discrepancies to the FA. The club’s statement indicated that they are nearing a resolution with the governing body, highlighting that the issues were self-reported following the change in ownership in May 2022.
The new ownership group, led by Todd Boehly and Clearlake Capital, identified potential gaps in historical financial reporting and possible breaches of FA regulations during their due diligence process. The club stated that they immediately informed the relevant authorities, including the FA, after completing the takeover.
